OFC Fair Registration Practices report 2020

The Office of the Fairness Commissioner (OFC) oversees the registration practices of the CMLTO to ensure that they are transparent, objective, impartial and fair for anyone who wants to practise as a medical laboratory technologist in Ontario.

On April 22, 2021, the Ontario Ministry of Health (MOH) issued a memo to Health Profession Regulators of Ontario (HPRO), Ontario hospitals, and unions about new directives now in effect.

Ontario Regulation 305/21 Regulated Health Professionals, made under the Emergency Management and Civil Protection Act, 1990, is available to read here.

A new order under the Emergency Management and Civil Protection Act, 1990 (EMCPA) authorizes healthcare professionals including MLTs to provide patient care services outside their regular scope of practice and enables hospitals to employ, contract, appoint, or otherwise engage regulated health professionals from out-of-province.

CMLTO's CPMF Report for 2020

Ontario health regulatory Colleges exist to protect the public interest. To help the public understand how well Colleges are doing their job and to help continually improve accountability, transparency and oversight, all Colleges are reporting on their work in the College Performance Measurement Framework (CPMF) Reporting Tool. The new tool was developed by the Ministry of Health, together with Ontario’s health regulatory Colleges, subject matter experts, and the public.

CMLTO College Performance Measurement Framework report

How well are Ontario’s regulatory health Colleges protecting the public interest?This is the question the Ontario Ministry of Health asked health profession regulators to answer when it developed the College Performance Measurement Framework (CPMF).

Health regulatory Colleges exist to protect the public interest. To help the public understand how well Colleges are doing their job and to help continually improve accountability, transparency and oversight, all Colleges are reporting on their work in the CPMF Reporting Tool. The new tool was developed by the Ministry, together with Ontario’s health regulatory Colleges, subject matter experts and the public.

The CPMF covers a wide variety of topics, like how Colleges:

  • perform as an organization

  • register applicants

  • measure practice improvement of regulated health professionals

  • process complaints about their registrants.

This CPMF provides information on how colleges work with external partners, such as other regulatory colleges, educational programs and the broader healthcare system to improve public protection.

The CPMF also shares raw data about Ontario’s regulated health professionals and their participation in practice improvement. There is data about the number of complaints and the type of those complaints, and how many health professionals participated in practice improvement activities. Finally, the CPMF details each college’s commitment to making improvements over the next year, giving clear action/improvement plans.

Colleges will update this report annually, noting any progress on areas identified for improvement or adding new or updated information required by the Ministry of Health. These reports are one of the many ways colleges demonstrate their commitment to the public interest for the people of Ontario.

The Council establishes CMLTO’s strategic direction and the outcomes that will lead self-regulation forward in the interest of public safety.

Important announcement

CMLTO Council President Tammy Earle announced today that the CMLTO Council regretfully accepted Registrar & CEO Kathy Wilkie’s resignation at its March 22, 2021 meeting. Kathy will have completed 21 years of service at the CMLTO upon her retirement in August 2021.

On behalf of the Council, members, and staff, I would like to thank Kathy and express our gratitude for her tireless work in support of the College, the profession, and regulatory excellence in Ontario. We wish her well in the next chapter of her life," the Council President stated.

The Council has begun the search for the next Registrar & CEO.

The CMLTO is closed on Good Friday, April 2, 2021 and Easter Monday, April 5, 2021. Regular operating hours resume on April 6, 2021.

The updated Quality Assurance Program (QAP) launched on January 1, 2021. All members registered as Practising are required to submit an acceptable Stage 1 Professional Portfolio by March 31, 2021.

MLTs experiencing difficulties in completing the Stage 1 portfolio, should contact QA staff for assistance by telephone at 1-800-323-9672, ext. 2, or by email at qualityassurance@cmlto.com.

MOH COVID-19 vaccine information for regulated health professionals

MLTs and other regulated health professionals are advised to review the following Ministry of Health (MOH) information regarding receiving a vaccination if you aren’t getting one from your employer.

COVID-19: Guidance for Prioritizing Health Care Workers for COVID-19 Vaccination (PDF)

Please consult the Public Health Unit where you live, to register for the vaccine if you have not already received one. The College has advised the MOH and PHUs to check the CMLTO Public Register to verify an MLT’s status as regulated health professionals at vaccination clinics.
